Local Plan Review Draft Local Plan 2019

CONSULTATION NOW CLOSED - The District Council approved a Draft Local Plan for the purposes of public consultation, which ran from 20th November 2019 to 22nd January 2020

The District Council is in the process of reviewing the current Stroud District Local Plan. The first stage was an Issues and Options public consultation, which took place during autumn 2017. Public consultation on the Emerging Strategy ran from 16th November 2018 until 18th January 2019.

Draft Local Plan

The District Council has approved a Draft Local Plan for the purposes of public consultation, which ran from 20th November 2019 to 22nd January 2020. A list of representations received during this consultation are available here:

The purpose of this Draft Plan consultation was to understand:-

  • Do you support the Council’s preferred strategy for meeting Stroud District’s future growth and development needs?
  • Are there any additional issues or constraints relating to the proposed sites? And how should specific constraints, needs and opportunities be reflected in the final site allocation policies?
  • Are any further changes to the proposed policies necessary? Are there specific things that should be included in supporting text?

We want people to engage fully in this process so that responses can be fed into the next stage (the pre-submission draft, next year).

Public Exhibitions

We held the following public exhibitions around the District during the consultation period. This provided an opportunity to chat to officers working on the Local Plan review.

  • Monday 2 December: Brookthorpe Village Hall, 2pm to 6pm.
  • Tuesday 3 December: George Room, Stroud Subscription Rooms, 2pm to 6pm.
  • Wednesday 4 December: Stonehouse Pavilion, Oldends Lane, 2pm to 6pm.
  • Friday 6 December: Cam Parish Hall, 2pm to 6.30pm.
  • Saturday 7 December: Cam Parish Hall, 9.30am to 12.30pm.
  • Tuesday 10 December: Hardwicke Village Hall, 2pm to 7pm.
  • Friday 13 December: Sharpness Village Hall, 2pm to 6.30pm.
  • Saturday 14 December: Sharpness Village Hall, 9.30am to 12.30pm.
  • Monday 16 December: Slimbridge Village Main Hall 2pm to 6.30pm.
  • Tuesday 17 December: Slimbridge Village Main Hall 9.30am to 12.30pm.
  • Saturday 11 January: Berkeley Town Hall 12pm to 4pm.

Consultation Responses Received

Sustainability Appraisal

We appointed Land Use Consultants Ltd to support the plan making process by undertaking a Sustainability Appraisal (SA) incorporating Strategic Environmental Assessment (SEA) of the Local Plan during its preparation. The overall purpose of the SA/SEA is to assess the economic, environmental and social effects of the plan from the outset to allow decisions to be made that will deliver sustainable development.

To accompany the Draft Local Plan, a Sustainability Appraisal Report has been produced.

Habitat Regulations Assessment (HRA)

The purpose of the Habitat Regulations Assessment (HRA) is to identify any aspects of the Draft Local Plan that would have the potential to cause a likely significant effect on Natura 2000 or European sites (Special Areas of Conservation (SACs), Special Protection Areas (SPAs) and Ramsar sites), (either in isolation or in combination with other plans and projects), and to identify appropriate avoidance and mitigation strategies where such effects are identified.

To accompany the Draft Local Plan, an HRA Report has been produced.

Why are we reviewing the plan now?

The Government wants all local authorities to review their local plans every 5 years. The current Local Plan was approved in November 2015. New plans can take 5 or more years to finalise and so it is important that we make progress now.

We have built into the timetable plenty of time to discuss issues, options and proposals with local communities. There will be ongoing engagement with organisations, but the main public consultation activities will be...

We now know the minimum number of houses that we need to provide for and we have identified a potential strategy for delivery.
