Brimscombe & Thrupp Parish Council plan

On 22nd February 2016 the Parish of Brimscombe & Thrupp was conferred with the status of Neighbourhood under the Localism Act 2011 and Part 2 of The Neighbourhood Planning (General) Regulations 2012. The following documents are available:

 

Neighbourhood Area Boundary Amendment

On 11th March 2021 Brimscombe & Thrupp Parish Council applied for an amendment to the designated Neighbourhood Area boundary to reflect changes to the Brimscombe and Thrupp Parish Boundary in May 2020. A 6 week consultation on this proposal took place from 9th April to 21st May 2021. Following the consultation period the new boundary has now been applied:

 

Brimscombe and Thrupp Neighbourhood Development Plan - SEA and HRA Screening Opinion

For the purpose of demonstrating that the NDP is unlikely to have significant effects on the environment; as required by regulation 15 of the Neighbourhood Planning (General) Regulations 2012 (as amended by the Neighbourhood Planning (General) (Amendment) Regulations 2015), the above document comprises Stroud District Council’s statement of reasons.

Pre-submission Consultation and Publicity - 15th October to 30th November 2021(Concluded)

On 3rd August 2023 Brimscombe and Thrupp Parish Council submitted their draft neighbourhood development plan and related documents to Stroud District Council under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012 (As Amended). These can be found below.

 

Addendum:

Notice of publication of the Brimscombe and Thrupp Neighbourhood Development Plan proposal under Regulation 16 of the Neighbourhood Planning (General) Regulations 2012 (As Amended) and the Localism Act 2011.

 

The period for making representations ran from 6th September 2023 to 18th October 2023.

 

 

Responses:

Independent Examination

Stroud District Council appointed John Slater MRTPI as independent examiner of the plan.

On 17th November the Examiner submitted the following Initial Comments to be addressed by the Parish Council and the District Council:

The examination concluded on 18th January 2024.

The examiner recommended that the plan, once modified, should proceed to a Referendum.

An addendum to the final report was issued on 2nd February to give clarity on the latest NPPF guidance

On 21st March 2024, Stroud District Council’s Environment Committee decided that the Brimscombe and Thrupp Neighbourhood Plan, once modified in accordance with the Examiner’s Report recommendations, should proceed to a referendum.

Referendum

A Referendum relating to the adoption of the Brimscombe and Thrupp Neighbourhood Development Plan will be held on Thursday 2nd May 2024.

Brimscombe and Thrupp Neighbourhood Development Plan - Referendum Version

The question which was asked in the Referendum was: "Do you want Stroud District Council to use the neighbourhood plan for Brimscombe and Thrupp to help it decide planning applications in the neighbourhood area?"

The result was as follows:

    • Yes = 616 votes (84.2%)
    • No = 84 votes (11.5%)
    • Turnout = 48%
